Rapid growth in southeast Aurora, Colorado and the East Cherry Creek Valley Water and Sanitation in the past three years has created the need for additional supply, transmission and storage facilities. In response to this need, the District selected the design - build team of Grimm Construction Co., Inc. and Bates Engineering, Inc. to design and construct a second 10 million gallon tank at their site near the E-470 / Smoky Hill Interchange.

Bates Engineering designed a 10 MG tank at the site in 1996 which was constructed in 1997. (Bob Bates also designed a 5 MG tank at the site in 1980.)
